Environment Canada has issued a special weather statement for Toronto ahead of what it calls the “most significant widespread rain in many months.” It is expected to arrive Tuesday and might drop as much as 40 millimeters of rain. It is a slow-moving low pressure system making its way up from Texas and is supposed to combine with the tropical moisture causing flooding in Louisiana.
