  1. James Francis Regan should be identified with his complete name and age in all media reports, so others who are honest and honourable citizens with the same name, are not subject to scrutiny when they go about their legitimate business. I have three relatives who have the name James Regan. James Francis Regan has been impersonating a lawyer (which he is not) and has been leaving restaurants and other places of business with unpaid bills. I am disappointed that Rogers and the credit card company he defrauded paid the victim without laying charges. They perpetuate his fraudulent behaviour, and you and I end up paying in the form of higher fees to cover the losses. I wonder whether he will face further charges, now that he has assaulted a woman. His behaviour seems to be escalating.

    • The assaulted woman went to 53 Division a few days later under legal advice to have charges laid . The officer behind the desk took her drivers license for a long period of time to run a check on her. She brought with her a printed copy of a news release ironically from 53 Division for James Francis Regan’s sexual assault some time ago when he attacked a woman from behind just like this incident. The officer glanced a the copy, ignored the copy she pointed out and made her feel like she was the attacker. When this woman went to 53 Division under legal counsel from Solicitors, the officer behind the desk at 53 Division humiliated her, asked about the colour of her bruise when Regan assaulted her, counted on his fingers the number of days since the attack, informed her that she better have all her hospital records for proof, she will regret filing charges, Regan’s lawyer will rip her apart and she will regret doing this, etc.. He told her that she is doing all this out for revenge!!!! I’ll bet she would never have to go through this if it was one of their own ie: wife, daughter, sister, mother, etc. Yet all tax payers pay them to serve and protect!!!!
This woman went to the home on Avenue Rd. after the broadcast on CBC news to desperately help the new landlord just like she did for the other tenant on Mill Rd. Only reason she found out where Regan moved to on Mill Rd was because he stole identify from her previous tenant’s son’s credit card for the move. Rogers covered Regan’s bill while the rest of us pay for his crimes. A human disgrace.

  2. The quality of police services has deteriorated so much in the past 50 years. Police are not interested in investigating or pursuing any type of criminal activity that they can slough off to “a civil matter”. This city is full of fraudsters who act with impunity because they know that the police are never going to pursue them.
The Residential Tenancy Board is another example of bureaucracy gone wrong. Acting on the basic assumption that all landlords are parasites, the Board regularly treats lightly, tenants that a child would understand are con men.
Unfortunately, there is really no accountability of either of these dubious organizations and sometimes self-help is the only remedy.

    • Forever grateful Philip that someone speaks the truth. How do we get “them” to hear it! Incarcerate this very sick man.
