A rezoning application has been submitted for 405 & 415 Mount Pleasant Road, 323, 323R, 325, 327 & 329 Balliol Street.
“The Proposed Development is for an outdoor sports and recreation facility for Greenwood College School. The Proposal involves the demolition of all existing buildings and structures on the Site to enable the construction of a multi-purpose outdoor sports, recreation and amenity space. The Proposal includes an artificial turf field, soft landscaping, as well as one storage building.”
The Site area currently contains two vacant commercial buildings on the Mount Pleasant properties (former Kentucky Fried Chicken fast food restaurant and former Hudson Plumbing Supplies Building) and two vacant sets of semi-detached dwellings on the Balliol properties. The Site has approximately 36 metres of frontage on Mount Pleasant Road and 64 metres of frontage on Balliol Street.
The Proposed Development includes the following elements:
• Multi-purpose sports field, which in the winter can be converted into an ice rink;
• Ancillary storage structures.
• Social “hangout” spaces;
• Artificial turf mounds;
• New and retained trees and landscaping;
• Portable restroom facilities;
• Covered benches and cubbies; and
• Perimeter fencing.The Proposal is designed to minimize impacts to neighbouring properties by placing the active use on the westerly portion, away from adjacent residents, limiting the height of ancillary structures to less than 5 metres (comparable in height to a modest bungalow) and maintaining generous landscaped buffers along the east and south edges of the Site. Additional design considerations are described in greater detail in Section 4.
PREVIOUS APPLICATION
Back in 2020 a rezoning application was submitted for 405 & 415 Mount Pleasant Road; the developers intended to build a low-rise building for seniors. “…a new development proposal seeks to add a mid-rise building geared toward senior living and care. Since then, Greenwood College School acquired the property and changed the intended use.
