Kristyn Wong-Tam (Ward 27) has sent a letter to Toronto and East York Community Council proposing a one-year moratorium on the development of new tall residential buildings in the downtown core. She expresses concerns ranging from a housing oversupply to old and insufficient infrastructure. She cites congestion, pedestrian and cyclist safety and disruption to business as well. One of the most cogent is that fees extracted from builders for infrastructure have gone into general revenues. These “Section 37” monies are often discussed by Councillors like miraculous manna.
